Major Announcement | U.S. Customs Officially Lifts Reciprocal Tariffs and Fentanyl-Related Tariffs as of Midnight, February 24

At 9:57 p.m. on February 22, 2026, Eastern Time (10:57 a.m. on February 23, Beijing Time), the official website of the U.S. Customs and Border Protection released an announcement, terminating the tariffs imposed by Trump under the International Emergency Economic Powers Act (IEEPA), including reciprocal tariffs and fentanyl tariffs. 。 For all countries and regions, the reciprocal tariffs and fentanyl tariffs will be suspended. For China, the tariffs to be cancelled include the 10% fentanyl tariff and the 10% reciprocal tariff.

Just a few hours after the ruling was announced,Trump immediately invoked Section 122 of the 1974 Trade Act,imposing a 10% tariff on goods from all countries around the world. It took effect on February 24th and will last for 150 days, until July 24th, 2026.

Key Policy Overview 


· Tax rate and term: A 10% ad valorem tax will be imposed, with a validity period of 150 days. 


· Collection method: 

???? Products not falling under the 301 and 232 tariff categories (more than half of the products fall into this category)

Final tariff = Basic tariff (MFN tariff) + 10% (tariff under Clause 122) 

???? For products falling under Tariff Code 232 (such as steel, aluminum, copper, automobiles and their components)

The final tariff = Basic Tariff Rate (MFN rate) + 25% or 50% (232 Tariff) 

???? Products falling under Tariff Code 301 (tariffs imposed during Trump's first term and Biden's term)

Final tariff = Base tariff (MFN tariff) + 7.5% to 100% (301 tariffs) + 10% (tariff under Section 122) 

???? For products within the 301 and 232 tariff ranges (a very small number of products)

The final tariff = Base Tariff (MFN rate) + 7.5% to 100% (for 301 tariffs) + 25% or 50% (for 232 tariffs) 

???? Small packages valued at $800 or less (cross-border e-commerce products)

Final duty = 54% ad valorem duty, or $100 per package for specific duty. 


Note: If the product is subject to anti-dumping and countervailing duties, these duties must also be included. 


Effective date: 12:01 a.m. Eastern Time on Tuesday, February 24, 2026 (13:01 p.m. Beijing Time on February 24, 2026). 


✅ The following categories of goods are not included in the scope of this 10% temporary surcharge: 

· Key minerals and metals for currency / gold and silver bars 

· Energy and energy products 

· Natural resources and fertilizers that the United States cannot produce to meet its domestic demands 

· Specific agricultural products (such as beef, tomatoes, oranges) 

· Pharmaceuticals and pharmaceutical raw materials 

· Specific electronic products 

Passenger cars, some trucks, buses and their specific components 

· Specific aerospace products 

· Informational materials (such as books), donated items, carry-on luggage
